Before tax and social payments, the proportion of poor people is of roughly the same order in the USA and Denmark.4

Figure 7 shows the development in income spread during the period 1973 to 1991 for gross earnings of both sexes for incomes of the 10% poorest and the 10% richest measured in relation to the middle income. There is a marked difference between the USA and Denmark: the spread in incomes is much less in Denmark than in the USA. The lowest 10% earn a lot less than the middle income groups in the USA than in Denmark, and the rich in Denmark earn less, compared with the middle income group, than the rich in the USA.

The poorest 10% have become even poorer in the USA, while developments in Denmark have been in the direction of a narrowing of income differences. For the 10% richest, the development was less marked in both countries. The loss of terrain by the poor in the income race in the USA has had serious consequences, because the growth in prosperity in the USA has generally moved very slowly. The poorest 10% thus experienced a reduction in real income of nearly 10% from 1980 to 1989 in the USA, while the same group in Denmark experienced a rise in real income of 14% (Figure 8). Both middle and high income groups in the USA experienced a rise in real income throughout the 1980s, but this was been modest compared with real income development in Denmark for the corresponding income groups.
